When you absolutely positively need to be inside a building two minutes ago, you need a Mini Pro-Bar. Fire and rescue crews commonly reach for this Halligan-type tool as a one-stop multi-tool for forcing entry into a building.

Whether you need to snap padlocks, rip down plaster, rip out recessed or flush cylinder locks, or pry open doors, the Mini Pro-Bar has you covered. Made from 4130 aircraft steel, the knurled shaft recesses into both the fork and adz/pike ends and is heat-pressed and welded. The adz and fork also double as nail pullers and gas shut-off tools.

Fire Hooks Unlimited sells the Min Pro-Bar in two versions: the 16? bar weighing 3-1/4 lbs and the 20? bar weighing 3-1/2 lbs.  Either Mini Pro-Bar will run you about $75 — getting caught with one in your trunk while wearing a black ski mask will probably cost you a bit more than that.

To engage in a small amount of local chauvinism, the Halligan tool is named for Hugh Halligan, its designer, First Deputy Chief, FDNY. As is the Kelly Tool,  “named after its designer, Captain John F. Kelly of H&L Company 163 (FDNY). ” (Quoting Wikipedia article on Kelly Tool, accessed 16 June 2007).

The Kelly, Halligan, Denver Tool and K-Tool are all familiar to volunteer firefighters and other first responders - and part of the training, and usable and available tools of CERTs and other community-based groups. As we’ve seen in reports from Iowa, freeing a trapped person or animals from a flooded house has frustrated a number of people trying to rescue their own neighbors. We propose that perhaps these tools, and others, shouldn’t solely be in the province of professional responders.

Open Source Commons, a project of the Open Society Institute Information Program, is a resource for open-source and open-architecture (i.e. not necessariy free) tools. In answering the question “What Tools do Nonprofits Use?”, provides this answer:

Social Source Commons is a place to share lists of software tools that you already use, gain knowledge and support, and discover new tools. It’s a place to meet people with similar needs and interests and answer the question: what tools do they use?

Within a minute or two of looking at the sitek I found a listing for EmerGeo Solutions, which makes a number of relevant GIS solutions, and which we’d like to evaluate and test as part of a “best practices and tools” project we’re now planning with another group. (More about that shortly). Here’s a look at Emergeo Solutions’ product line, and we hope to have more for you on that soon. But in any case - it’s a safe bet that Open Source Commons will be invaluable. More from EmerGEO:

Magnetbox.com: EveryBlock special reports

Ben at MagnetBox - a keen observer of information arrays and streams - reports on Everyblock.com and its new special reports about more complex geographically-related data:

We’ve launched our first EveryBlock “special report” — an analysis of Chicago addresses mentioned in the recent federal investigation “Operation Crooked Code.”

As explained on our about page, an overall goal of EveryBlock is to point you to news near your block. We’ve been working hard to do a good job of this so far by accumulating public records, cataloging newspaper stories and pulling together various other geographic information from the Web. However, over the past few months as we’ve been building the site, we’ve come across a number of types of information that don’t exactly fit the EveryBlock mold.

We’ll interrupt this excerpt here to point out that this tool might be of particular use to groups like the Disaster Accountability Project - particularly with decentralized efforts like its  Disaster Accountability Monitor and Blogger network.

For example, an architectural group named “Chicago 7 Most Endangered Buildings” in January. That’s geographically relevant news (i.e., if you live near one of those endangered buildings, you’d likely be interested in knowing about it), but because it’s such a “one-off” type of information, we haven’t done anything with it on EveryBlock. It didn’t make much sense to add such a relatively obscure type of information to our list of news types.

the Howlbox, a solar-powered, automated device which simulates wolf calls, and records the responses, making it possible to conduct a wolf census.

Under a research project at the University of Montana in Missoula, scientists are betting that the famous call-and-response among wolves can be used to count and keep track of the animals.

Tricked by technology, scientists say, wolves will answer what amounts to a roll call triggered by a remotely placed speaker-recorder system called Howlbox. Howlbox howls, and the wolves howl back. Spectrogram technology then allows analysis that the human ear could never achieve — how many wolves have responded, and which wolves they are.

“With audio software, we’ll be able to identify each wolf on a different frequency, so we can count wolves individually, kind of like a fingerprint,” said David Ausband, a research associate at the University of Montana Cooperative Wildlife Research Unit, where Howlbox was developed.

The devices, using off-the-shelf technology, cost about $1,300, including $300 for a solar panel. Audio recordings in the wild are nothing new, of course. Bird and amphibian researchers, in particular, have long used recordings to find or flush out critters. Howlbox’s innovations are the tools of digital analysis and programmed instructions that tell Howlbox when to howl, when to sleep because the wolves are sleeping, and how to store each day’s file on a disk.

The experiment will begin with a pilot project in which four Howlboxes will be placed in remote areas of Idaho in June. That month was chosen because it is when the packs gather with their spring-born pups in what is called a rendezvous. howlbox2 JHussman_ID_Dept_FishandGame
Wolf pups will howl at almost anything, scientists say. But a test here in Montana in January also showed that adult wolves can also be fooled by a good sound system.

Money is a driving force behind the research, much of which is being paid for by the Nez Perce Indian tribe in Idaho, which has deep cultural links to the western gray wolf.

Traditional tracking tools like radio collars and aerial surveillance were used extensively after wolves were reintroduced into Yellowstone National Park in the mid-1990s under the Federal Endangered Species Act. But federal protections will end later this month, and so too will the deep pockets needed for flyovers and catching and collaring.

A spokesman for the Nez Perce tribe, Curt Mack, said Howlbox might be a cost-efficient answer.

The biodiversity issues aside - we’re eager to take a look at the device - which might be adaptable for other purposes: automated warning systems, locating disaster victims - especially if mounted on a portable platform, like a ‘bot of some sort.

Robotics - perhaps like personal computers a generation ago - are becoming cheaper and more accessible. All sorts of implications, of course, in normal circumstances. But for emergency functions - particularly gathering information with lessened risk - robots cheap enough for local non-profit groups and simple enough to be set up, and repurposed, easily.

Stove for the Developing World’s Health - Amanda Leigh Haag, THe New York Times

There are two sets of problems associated with indoor cooking in less-affluent countries: toxicity from the burning process, and access to fuel. (The third set of problems would be fire risk, which we won’t address here). Amanda Leigh Haag’s piece, Stove for the Developing World’s Health, discusses some approaches to the problem.

When Kurt Hoffman visited Tanzania in the 1970s as a young product-development researcher, he could hardly bear to enter village huts to ask questions.

Some 30 years later, when Mr. Hoffman returned to the field in his position as director of the Shell Foundation, a charity in Britain established by the Shell Group, not much had changed.

“To find that it still exists,” he said, “I was appalled by it. I said to myself, ‘There has to be a better way.’ “

And there may be. The foundation has partnered with Envirofit International at Colorado State University in Fort Collins, to introduce the first market-based model for clean-burning wood stove technology to the developing world.

This year, the team plans to begin distributing 10 million stoves, focusing first on India, Brazil, Kenya and Uganda at a variety of prices over five years. Mr. Hoffman played a leading role in the development of the Shell Foundation’s ‘Breathing Space’ program, founded in 2002, one of the first to focus on the problem of indoor air pollution.

Half of the world population and 80 percent of rural households in developing countries cook with solid fuels like wood, coal, crop residues and dung. In many instances, women cook around open fires, typically with a pot atop three large stones and a wood fire in the middle.

No comprehensive worldwide censuses exist to provide hard numbers.Indoor air pollution, including smoke and other products of incomplete combustion like carbon monoxide, is a major environmental risk factor, usually ranking behind lack of clean water, poor sanitation and malnutrition. The problem does not only afflict the poorest populations. Many affluent households cook on traditional biomass stoves or open fires by choice or because they live in rural areas without electricity or access to modern fuels.

The World Health Organization estimates that 1.6 million people a year die of health effects resulting from toxic indoor air. The problem disproportionately falls on women and children who spend hours each day around the hearth.

Of that 1.6 million, one million children die of pneumonia, and 600,000 women die prematurely of chronic obstructive pulmonary diseases like bronchitis and emphysema. In China, epidemiologic studies indicate that 420,000 people a year die because of indoor air pollution, 40 percent more than the premature deaths attributed to outdoor air hazards in the pollution-choked urban areas there.

Envirofit was formed in 2003 as a result of two senior undergraduate research projects at the Engines and Energy Conversion Laboratory of Colorado State. It develops engineering and technology solutions.

The Shell Foundation estimates that it has invested $10 million in Envirofit’s effort to produce 300,000 stoves on a pilot scale and plans to invest $25 million more to sponsor the stove effort.

For decades, numerous small-scale efforts to introduce improved stoves in countries like China, India and Nepal have achieved modest gains.

You can design something that looks great in the laboratory,” Kirk R. Smith, an environmental health scientist at the University of California, Berkeley, said. “But you get it out in the households, and five years later, you can’t even find it, let alone see that it’s actually achieving.”

Dr. Smith, who is not involved with the Shell-Envirofit partnership and who will be an independent reviewer of the program, has researched health effects of air pollution in the developing world since the early 1980s. He said one challenge had been the lack of randomized research trials that can show cause and effect, rather than just correlations.

“It’s been shown that children living in houses using open fires with solid fuels will have more pneumonia than children living in houses that are using cleaner fuels,” Dr. Smith said. “But those houses are different in other ways, too. They tend to be richer, have better education and may have better nutrition. So the effect may not be due to just the pollution.”

Dr. Smith and his colleagues have recently completed a five-year study of Guatemalans cooking on open fires versus improved stoves, the first such randomized trial, they say. The research, the team says, combined with studies in Asia, suggests additional health problems from indoor air pollution, including higher frequency of cataracts, partial blindness, tuberculosis, low birth weights and high blood pressure. The researchers found that cleaner stoves had larger effects than reducing salt in the diet on lowering blood pressure in women, results published last July in Environmental Health Perspectives.

Scientists measure air pollutants by the concentration of small particles considered safe to inhale. The W.H.O. target is an annual average of 10 to 35 micrograms of particles in a cubic meter of air per year. The Environmental Protection Agency calls for 15.

Yet houses that rely on traditional stoves or open fires typically register in the hundreds or, in some cases, thousands, Dr. Smith said.

At Envirofit headquarters in the old Fort Collins power plant, researchers and engineers are designing and testing clean-burning stoves that they say will significantly improve air quality and require less wood fuel. An important feature will be the ability to control carefully the air pulled in, said Bryan Willson, a mechanical engineer who founded the Engines and Energy Conversion Laboratory and was a co-founder of Envirofit.

Too much intake cools the process, leading to incomplete combustion. In a modern gas stove, nearly 100 percent of the carbon is burned to carbon dioxide. With traditional stoves in the developing world, 90 percent is fully converted to CO2. The remainder forms a toxic cocktail of byproducts like benzene, carbon monoxide and formaldehyde that billow out in soot and smoke. Envirofit’s stoves will be designed with an insulated chamber that cuts down on energy loss and maintains heat inside the chamber walls.
Envirofit has plans not only to engineer the stoves, but also to market them. The hundreds of prior stove projects, Dr. Willson said, were not “guided by a real strategic vision of what it means to understand who the customer is, what they need and how to get it produced.”

Envirofit has been visiting rural areas to study factors like the ergonomics of cooking habits and preferred color schemes. In India, women tend to squat while cooking, making height an important consideration.

Envirofit will offer a variety of sleek ceramic stoves from single to multipot, with and without chimneys, and with colors like apple red, baby blue and gold. The cost is to start at $10 to $20 and run to $150 to $200.

“The women and the families that are buying them are no different from us,” the Envirofit program coordinator, Jaime Whitlock, said. “They want to buy something they’re proud of.”

Reverse Cowgirl - the ever-perceptive Ms. Breslin - has posted about a Claire Hoffman piece in Conde Nast’s Portfolio.com which notes precipitous declines in revenue at commercial porn sites, occasioned by the emergency of three free-download sites, in the nature of YouTube: Megarotic (megarotic.com), YouPorn (youporn.com), and Pornotuben (pornotube.com) (note links broken due to the positive correlation between porn sites and computer viruses and the negative correlation between porn sites and computer security. Ed.)

WNYC’s On The Media - ran an excellent piece in 2002 interview with Jonathan Coopersmith, Douglas Rushkoff, and others making the case that pornography is often the driver of new communications technologies.

For my part, I’d put porn on a plane with two other markets which have different, but no less intense, needs for innovative advantage: illicit markets, and military/law enforcement uses. More my area of knowledge - I can easily name examples:

  • There’s no end to examples of military organizations as first adapters of new technologies: two -way radio, the fax machine (during WWII - before the War Department figured out what to do with telecopiers, they used them for a while over radio - placed in vehicles in the States - sending new information to soldiers and officers who were in vehicles, driving around, making death notifications to the families of service members who had been killed)1.
  • As soon as there were phones, organized crime (bootleggers, gamblers) used hijacked phone lines - called “cheeseboxes” in New York - so that when authorities followed a phone line to an address - they’d find an empty apartment - with a wired connection to another phone line - sometimes appearing in another apartment or nearby building - which redirected the calls. They could shut the line down, of course - but by the time the connnections got sorted out - targets and evidence had been moved away.An NYPD source has provided me with an explanation of “Cheesebox” as the name - one of the early such setups was hidden in a closet - the wiring then hidden in what had been a shipping crate for cheese.
  • The first mobile telephone I ever saw or used was in law enforcement. (The person I had personal knowledge of using a car-based “radio telephone”was a United States Attorney General; this may be public record now, but not when I came by the information, so we’ll hold the name for the moment, it not being necessary to make the point);
  • Let’s not forget what immediate use urban illicit drug-selling organizations made of pagers and then mobile phones;
  • The first reported use (that I’m aware of) of a “silent,” vibrating pager was by Richard Helms, then DCI, who was reported in the early 1970’s as been “paged” at dinner parties by the then state-of-the-art “beeper.”
  • The FBI was using portable audio recorder hard drives before anyone thought to add “i” to “pod.” Well before.

Sex, drugs, and espionage in the same piece. We’ll try to keep connecting these things as often as possible.

I’m not sure, though - about the extinction of porn as a business - perhaps this is a just a lull before some newer, better porn medium - with some sort of DRM - makes people willing to pay more for better.

Design for the other 90% The show we missed at the Cooper-Hewitt, the museum with the highest ration of cool-to-anonymity in New York City. Perhaps it’s actually a secret, classified facility - an “undisclosed cultural location.” Here’s what Design for the other 90% is about:

Of the world’s total population of 6.5 billion, 5.8 billion people, or 90%, have little or no access to most of the products and services many of us take for granted; in fact, nearly half do not have regular access to food, clean water, or shelter. Design for the Other 90% explores a growing movement among designers to design low-cost solutions for this “other 90%.” Through partnerships both local and global, individuals and organizations are finding unique ways to address the basic challenges of survival and progress faced by the world’s poor and marginalized.

Designers, engineers, students and professors, architects, and social entrepreneurs from all over the globe are devising cost-effective ways to increase access to food and water, energy, education, healthcare, revenue-generating activities, and affordable transportation for those who most need them. And an increasing number of initiatives are providing solutions for underserved populations in developed countries such as the United States.

This movement has its roots in the 1960s and 1970s, when economists and designers looked to find simple, low-cost solutions to combat poverty. More recently, designers are working directly with end users of their products, emphasizing co-creation to respond to their needs. Many of these projects employ market principles for income generation as a way out of poverty. Poor rural farmers become micro-entrepreneurs, while cottage industries emerge in more urban areas. Some designs are patented to control the quality of their important breakthroughs, while others are open source in nature to allow for easier dissemination and adaptation, locally and internationally.

Encompassing a broad set of modern social and economic concerns, these design innovations often support responsible, sustainable economic policy. They help, rather than exploit, poorer economies; minimize environmental impact; increase social inclusion; improve healthcare at all levels; and advance the quality and accessibility of education. These designers’ voices are passionate, and their points of view range widely on how best to address these important issues. Each object on display tells a story, and provides a window through which we can observe this expanding field. Design for the Other 90% demonstrates how design can be a dynamic force in saving and transforming lives, at home and around the world.

They’ve got a promising blog - which is particularly cool - we take as a sign that the Cooper-Hewitt means to keep this dialogue going notwithstanding the closing of the physical exhibit.

BrainMurmurs’ Mentat: Project Management Tool

BrainMurmurs, have released a project management tool called Mentat, which looks interesting. Has a free individual version, two inexpensive paid versions. Of course - our first thought is whether the team version lends itself to use by emergency response teams, SARs, or 3Steps groups. No word on whether they’ve got  a different price structure for nonprofits.

The Department of Homeland Security (DHS) has been compiling a Responder Knowledge Base, much of which is non-classified,  has what appears to be an encyclopedic collection of information about:

  • equipment
  • equipment grants
  • standards
  • best practices

If you’re a registered user (first responder, paid or volunteer, planner - someone with a verifiable legitimate use), there’s an “ask an expert” submission form - and the staff promises to try to answer questions, via email, within a week. I’m going to submit a couple of questions that have been, of late, frustrating my attempts to do some communications planning and budgeting.
