Reorganization of Special Forces command likely “unremarkable”

If there were a musical about the Pentagon today, the opening number and reprise would be “If Rumsfeld Was for It, We’re Against It.”

Witness the portrayal of the reversal of a “controversial” plan by the former secretary of Defense, first reported in the New York Times last week, to use special operations forces as the lead element in the war against terror.

There is a lot wrong with the way the United States has been “fighting” the war against terror in the past seven years, and there is much wrong with the special operations aesthetic. But any push to reduce their role and turn over counter-terrorism to the conventional military instead is wrong in every way.

I have often criticized special operations for being too secretive and for a lack of basic accountability; for pursuing a “direct action” (read: head-hunting) approach to counter-terrorism that is circular and never-ending; and finally for believing their own P.R. about how great they are. But the “quiet warriors,” as they often call themselves, are just the right element of the military to contribute to counter-terrorism efforts.

If there’s going to be a “war” against terrorism, it needs to be quiet and stress the non-military. This means a small military footprint and fewer bases and a fully coordinated “interagency” and international effort. For all this, the Army and Marines are just too much of a blunt instrument. Haven’t we learned that blundering out there, as we are blundering in Iraq, just confirms our desire for subjugation and empire in the minds of far too many in the Islamic world?

First the news: As reported in the Times, Special Operations Command, which under presidential directive has been given authority to conduct independent counter-terrorism missions, is supposedly backing off of this unilateral role and focusing on working with regional commanders to conduct joint operations. Adm. Eric T. Olson, the new special operations commander, says that he will continue to play the role as counter-terrorism coordinator around the world, a “shift” that the Times suggests means the old Rumsfeld way is dead and that special operations command will not conduct unilateral operations.

In some ways the news is unremarkable.It is simply impractical for special operations forces to do their own thing without coordinating fully with the regional commands and the CIA and the conventional forces, particularly in Iraq and Afghanistan, where 90 percent of the effort is expended. In fact in Iraq the coordination has become so intimate that a two-star special operations forces general has been deployed there to coordinate at the highest level of the military command, a level of collaboration that has proven more useful and productive.

So are special operations forces being spanked getting some comeuppance? I don’t think so. For all the changes, the super-secret “Delta Force” and commando and intelligence teams of the Joint Special Operations Command, the elite of the elite, are going to continue to conduct unilateral operations and go where the conventional military — even the conventional Special Forces — can’t. Of course, to be effective, they have to coordinate with the regional commanders, the CIA and State Department, FBI, etc. Duh.

That doesn’t necessarily mean it should be the Pentagon’s job, and it certainly doesn’t mean that Rumsfeld was able to implement a sensible plan through all of his megalomania. But a shift of the conventional military to a global counter-insurgency focus? If this is the plan, both our counter-terrorism efforts and our military needs will be weakened.

CBS News: $1 billion in equipment missing in Iraq, according to IG Report

Laura Strickler of the CBS News Investigative Unit reports on CBSNews.com that the Pentagon’s Inspector General has found that a great deal of equipment in Iraq is unaccounted for:

Tractor trailers, tank recovery vehicles, crates of machine guns and rocket propelled grenades are just a sampling of more than $1 billion in unaccounted for military equipment and services provided to the Iraqi security forces, according to a new report issued today by the Pentagon Inspector General and obtained exclusively by the CBS News investigative unit. Auditors for the Inspector General reviewed equipment contracts totaling $643 million but could only find an audit trail for $83 million.

The report details a massive failure in government procurement revealing little accountability for the billions of dollars spent purchasing military hardware for the Iraqi security forces. For example, according to the report, the military could not account for 12,712 out of 13,508 weapons, including pistols, assault rifles, rocket propelled grenade launchers and machine guns.

The report comes on the same day that Army procurement officials will face tough questions from the Senate Armed Services Committee regarding their procurement policies. One official, Claude Bolton, assistant secretary for acquisition, logistics and technology has already announced his resignation on the heels of sharp criticism of army contracting. Bolton’s resignation is effective Jan. 2, 2008. The Army has significantly expanded its fraud investigations in recent months.

Military, intelligence, and to some extent, law-enforcement agencies, not without some reason , are exempt from many regulatory schemes. In the first place - there are often no civilian analogues - making regulations less relevant. Even more powerfully, they’re charged with critical and specialized tasks  toxicmap.jpg that might well, in an individual case, or in wartime, outweigh other concerns.

However, as Lord Acton observed, “power corrupts, and absolute power corrupts absolutely,” and the power - especially when masked by official government secrecy - tends to aggregate these decisions.

Fewer than 300 people were killed in the planes on September 11, 2001. The two planes which hit the World Trade Center hit buildings which were owned by the Port Authority of New York  and New Jersey - a bi-state agency. Because they were government-owned - even though most of the tenants were commercial tenants who might have rented from a regular commercial landlord - all sorts of building and fire codes were waived.

DOD acquisition rules prevented purchase of superior MRAP

It appears that in 2004, U.S. military officials evaluated an African-designed and manufactured MRAP (Mine Resistant Ambush Protected) vehicles. The Corps of 800px-fpcougar.jpg Engineers wanted it for its own personnel; David Axe of War Is Boring reports:

The urgency surrounding the multi-billion-dollar purchase of blast-resistant vehicles for the U.S. military is new, but the vehicles themselves are anything but. “They all hail back to southern African designs,” says Doug Coffey, spokesman for BAE., which builds the RG-33 armored truck. The roughly dozen “Mine-Resistant Ambush-Protected” models, all with v-shaped hulls, have their roots in vehicles designed in the 1970s to counter road mines laid by black African guerillas during the Rhodesian “Bush War.”

Considering the provenance of today’s MRAPs, it’s perhaps surprising that one of the most successful African designs has been entirely absent from the U.S. program. The absence says more about politics and industrial considerations that it does about the virtues of particular designs. The Wolf, a 10-ton blast-resistant truck from Namibian state-owned manufacturer WMF, has served in the Danish, German and Namibian armies as well as with non-military agencies, the first of several hundred entering service in 1984. The latest model, the Wer’Wolf, debuted in 2000 and was quickly adopted by the Namibian army.

otokar_cobra.jpg Clearly the Pentagon was aware of Wer’Wolf even before the belated launch of the MRAP program in late 2006. But when the Marine Corps began handing out production contracts for MRAP trucks in January 2007, small firms including Protected Vehicles and Force Protection, Inc, both based in South Carolina, were among the winners, but WMF was nowhere to be found. What happened?
